The menus are engine-side support for script-menus (similar to those described here). They should be used to help scripters create menus and offer some things that have not been possible before (adjusting to resolution/scrolling/free positioning/etc.) :)
I don't think that would fit for the ESC menu since it's really rather for scripts. But a new ESC menu would still be possible with the old GUI system (the one you see when you click "Network Games" or even before that when you start the Game)
