As far as modding goes, you don't need an editor. Everything can be done within your file browser. You can either download the source files from the repository or unpack them manually with the c4group.exe tool.
I've heard there is a modding tool for Eclipse, but I've never used it.
By the way, I should let you know creating an entire objects pack takes a lot of time and determination. :I
