I'd still say a complete rewrite might be easier and/or yield cleaner results as the old power system was not created with the current requirements in mind. That could f.e. be the opportunity to split the power stuff from the ownership stuff

The now removed SetNoPowerNeed was needed so that a developer could set certain structures to not require power while editing a scenario in developer's mode.
