no. if you have two different opinions you can discuss on the forum and on irc. But at least you have a place, on the wiki, where the proposal of one of the two can be always be checked and controlled. And in case it's easy to modify after an agreement and let everybody read it.
You can just have a section in the wiki called proposals, where only the actual developers can edit. It should be a write resticted area, because it should not be a place to simply propose ideas (for that there is the forum or irc), but a precise design to accomplish one requirement/feature. And when the proposal is accepted, you just need to move it to the doc section, out of the proposal one.
So you have already something written about a OC feature, it's already in the wiki and it's visible to everybody..
And this is just a way to do that.. come on guys, try to be a bit creative and make some proposal in order to improve the situation, instead of just arguing and arguing..
