I made some changes to the forum structure.

+ added a new board to the general area: Off topic. Everyone can post.
+ The general board is now also generally about OC and not just about general discussion about the development of OC
+ merged Sound Studio into Art Workshop
+ renamed Ideas and Concepts to Feedback and Ideas (trying to enforce concepts never worked anyway)
+ archived the old OffTopic/garbage dump thread which made no sense anymore and deleted it.
