Okay, take two. This time backed by extensive internal discussion. Instead of changing the rules for #clonkdev or abandoning euIRC, we will try to split #clonkdev into two new channels:
1. #openclonk: Community discussion channel. All languages and topics welcome, as long as it has remotely to do with the OpenClonk project.
2. #openclonk-dev: Development channel. English only, reserved strictly for development.
Both channels are completely open for everyone, though the second channel will be policed much more strictly. I will most likely set up #clonkdev to redirect to either #openclonk or #openclonk-dev over the weekend, after which point the old channel is officially dead.

Mostly because it also has "dev" in the nam. That issue will only be relevant in, like, the next two weeks or something, so it's not very important where to redirect now.

The redirection target isn't very important. The important thing is to move to the new channels and tell everybody about the channels.
Who should we tell besides the people reading this and those from #clonkdev?

Banning *!*@* and kicking everyone is pretty powerfull.
